Even if you wrote the book in your free time, this is my day job. The per-project cost many new authors would consider “manageable” would, if broken into an hourly rate, end up paying editors less than minimum wage. They don’t intend to pay what someone could earn making french fries; they just greatly underestimate how much time must be invested in editing.

I was recently directed to your excellent article from almost a year ago by a colleague at SouthWest Writers in Albuquerque, New Mexico. As a freelance literary editor of memoir, poetry, and novels, I offer authors guidance and support similar what you describe, but of course I cannot handle editing every genre. At first, I didn't want to add Fiverr to this list because there are a LOT of editors on Fiverr that aren't exactly a good investment.  But, that doesn't mean there aren't amazing opportunities out there.  Editors like Kerrie McLoughlin, have done an amazing job with their Editor Fiver gigs.  However, if you do decide to go through Fiverr, then ABSOLUTELY use my test to ensure you aren't hiring someone who isn't qualified.
I’d add that for UK writers, the Society for Editors and Proofreaders (SfEP) Directory is the best place to search for editorial professionals. Each editor has been vetted for professional competence through the Society (you have to be assessed to become a Professional Member or Advanced Professional Member), so it’s a pretty trustworthy source: http://www.sfep.org.uk/directory/directory.asp

– Many self-publishers need less specialization. I sought an editor — mostly a copy editor, but also this is the only person who could tell me if I ramble in a particular chapter. I couldn’t afford a full dev edit, but I think I’m typical in wanting an editor who will tell me what my friends wouldn’t, and maybe switch hats for small sections where it’s needed.
I used Ebook Launch to format my first book, a novella entitled His or Her Betrayal for both ebook and print, and I was happy with my results. They are very professional and get the work done in the amount of time that they tell you. It is not the best option. A program will never beat a good editor. The only thing I suggest is that a writer uses a program to help as they work or write. This helps make your book cleaner and causes less effort on the editor – making them happy and if done well enough, could cause your rates with the editor to stay lower or low. If you have too many issues, an editor may demand more.But if you just cannot afford an editor, then the best way is to use a program, and have you do a full read through, and have someone else (friend) do a full read through…and the more the merrier.
These reference choices will all be recorded on a style sheet – an essential editing tool. A style sheet contains notes on spelling and punctuation, as well as rules for using numbers and numerals, and even a list of characters and story details that help maintain consistency throughout the book. When the book is passed off to a proofreader, the style sheet communicates the book’s individual style to the proofreader.
For my book, Career Change, I gave an early copy to people working in my department in the day job who I knew were dissatisfied with what they were doing. They came back with questions and suggestions for what to include as additional material. For The Healthy Writer, we asked medical doctors to read it as a sense check (even though my co-writer, Euan Lawson, is a doctor!)

I keep second guessing myself on things like where a space should go when someone is talking and if I have to keep saying “He said” “She said” etc., over and over. Or Mom vs mom. It goes on and on so I am thrilled to read Trish’s response about hiring an editor for a chapter or two. I would love to do that when I finish before I do a complete rewrite myself. I think that would help save so much time.
