Every author must decide what is important to him or her in an editor, but in these days of electronic communication, honestly I do not think it is important to seek a local editor unless your book is specifically related to something of local interest. Even in that case, you may benefit from the perspective of someone who does not have all the local knowledge it can be easy to presume, so that you can prepare your book for a wider audience.
Next, I check their work history to see what kind of projects they have been working on. For example, if I’m hiring an editor and I see that 8 out of their last 10 projects had nothing to do with editing, I will probably pass because it means they either don’t enjoy editing work or they aren’t able to find enough of it on Upwork, which should not be a problem for a highly skilled editor.
The result will be a very clean and much improved manuscript, but with lots of comments and suggestions, which will probably require some rewriting and extra work on your part. Getting back a heavily edited manuscript like this can be challenging, but know that it will drastically improve your writing skills and help you identify your weaknesses. During the revision process, it’s possible to create new consistency issues, which is why we recommend a final proofread or at least some beta-readers to help finalize your manuscript.
Line editing is an intensive structural edit that focuses on the finer aspects of language—the flow of ideas, transition elements, tone, and style. Your line editor will take a critical look at your manuscript’s writing flow, language usage, character development, and more, and make suggestions that ensure that you’re communicating your story effectively while maintaining your voice.
Lots of authors I know have a hard time finding an editor because they feel that they want to “know” their editor. This is understandable when you’re entering into a developmental relationship, but copyediting and proofreading are much more technical skills. The best copyeditors and proofreaders I know are freelancers who are hard to find because they’re working for publishing houses, and the only people who have access to them are companies and/or individuals with stables of editors they’ve cultivated over years in the industry. If you find a service (or individual) you trust with access to a stable of editors, be open to being assigned to one. Ask about the individual’s qualifications, and what other books they’ve edited, but let the trial edit be the deciding factor rather than any connection you hoped to have between yourself and your editor.

Thank you, Blake. I am past the point of undercooked. I’ve had beta readers, I’ve rewritten dozens of times, had an editor look over my MS twice, and believe I’m ready to take that leap. Unfortunately, and this wasn’t mentioned, most writers will never be satisfied with their work ‘as is’. I tinker and add. It’s difficult to find the balance between making it better, and messing with the core integrity. Even JK Rowlings is known to do this in her head when she’s reading one of her novels in front of an audience. Generally no licenses or certificates are required to be a good grant writer, but you may want to find a grant writer who has been certified (not just received a certificate of completion) by a reputable organization such as the Grant Professionals Certification Institute. Qualities to look for in a good grant writer include:

2. Copyeditors aren’t the last line of defense when it comes to a book’s mistakes. Formatting, which is done after an editor has done their job, can lead to unintended errors being introduced into the text. That’s why it’s important to hire proofreaders to comb through edited text *after* the book has been formatted for print or digital. Proofreaders are your last line of defense—but they’re human too.
